    I think I figured out what my mystery offline windows updates were about.

    A while back I added some telemetry blocks into the hosts file. W11 notifications are incredibly obtuse and are just like "There's a message. Ok I'm out!" and you're like what message? What did you want???

    Anyways, I just discovered that Defender had found a "threat" (hosts) and tried to "remediate", and apparently presented this as a percentage style windows update during reboots... maybe? The timings sort of match.

      Maybe the remediation invisibly failed because Defender didn't have rights set. But now I had to give it rights or it would just say there was a mysterious threat (gave me an obtuse summary). So now it might actually be able to deal with the "threat" and undo my telemetry block, I guess. But maybe it needs a network for it (and hosts access?).

      W10 and 11 flagging hosts telemetry blocking as a bigtime security threat is a thing which started a few years back according to a web search.
