Which always makes me think twice about how I would choose time manipulation as a super power. Unless I could like reverse the time my cells experience to undo the extra ageing.

why. just live your whole life as much as possibble in stopped time. no appointments. no dealing with annoying ppl. no alarm clock. then time resumes and there's your corpse and you had the best life possible.

See that’s the clever thing about this joke. They’re playing off of the regular victim blaming trope “it’s your fault for being dressed like that” but he actually says “for being careless walking”.
The implication was exactly what you thought, until it’s expertly subverted because it turns out he’s literally saving her from danger.
