Greater Tokyo Pass is great, as you can take unlimited (local/rapid/express that does not need additional fee like F-liner) train ride of private train companies in Tokyo for 5 days.
under 6500 yen. That's a fantastic deal. Sadly, you can not ride Keisei Skyliner, because it is a paid express. But still, you can:
- Book a flight to Haneda Airport instead and find a way out of the airport
- Use Access Express
- paid extra money to ride on Keisei Skyliner, the fastest train on Japan! (excluding Sinkansen)
(However, most visitor only stay in 23 wards of tokyo, which mean a Tokyo metro pass is a smarter choice than the Greater Tokyo Pass.)

Cool. But, how much better is this than just getting an IC card and pay-as-you-go?

Depend where would you go. If you only visit area outside 23 wards occasionally, using IC card to pay the trip should cost less.
