Greater Tokyo Pass is great, as you can take unlimited (local/rapid/express that does not need additional fee like F-liner) train ride of private train companies in Tokyo for 5 days.

under 6500 yen. That's a fantastic deal. Sadly, you can not ride Keisei Skyliner, because it is a paid express. But still, you can:

    1. Book a flight to Haneda Airport instead and find a way out of the airport
    2. Use Access Express
    3. paid extra money to ride on Keisei Skyliner, the fastest train on Japan! (excluding Sinkansen)

(However, most visitor only stay in 23 wards of tokyo, which mean a Tokyo metro pass is a smarter choice than the Greater Tokyo Pass.)

Cool. But, how much better is this than just getting an IC card and pay-as-you-go?

Depend where would you go. If you only visit area outside 23 wards occasionally, using IC card to pay the trip should cost less.
